Dear Mr. Halifax,
A short time ago you handed me papers from the Ministry of Health dealing with medical attendance on the Chinese staff in the Hong Kong Section at Wembley, for my consideration and report.
With regard to the first part of the Ministry's letter of June 16th, I know no details, but enclose cutting from Law report of "The Times" of July 31st, which appears to have some bearing on the case. With regard to the Ministry's suggestion that the medical attendance might be brought under the "Panel System", in my opinion this is impracticable and out of the question of practical application for the following reasons:-
1. With your long expert knowledge of the Chinese
character and their customs the Commissioners appointed me as the Medical officer in charge of the Hong Kong Section.

2. I was appointed on account of my expert knowledge
- from 20 years experience of how to deal with Chinese in medical matters and sickness, it being obvious to anyone knowing the Chinese character that in order to keep the staff on duty without
